“MPD POLICE BRUTUALITY”

69th and Silver Spring Dr
On February 17, 2008, at 10:40 p.m., a Hmong
American by the name Koua Moua was severely beaten by
a MPD Officer from District 4 Station. Koua Moua was
struck on the left side of his face so hard with a
deadly weapon that he collapsed into unconsciousness
instantly and was dragged out of his truck by the MPD
Officer.
When Koua Moua became conscious and lying on the
ground, MPD Officer continue to punched his eyes each
time he try to raise his injured face from the icy
cold dirty pavement of the street.
Paramedic was called and he was rushed to the
hospital. The blow to his face was so lethal that it
caused a large cut under his left eye. He left the
emergency room with a broken nose , two bruised black
eyes, and ten stitches under his left eye. He was
taken back to District 4 Station for testing and
booked.
DMV had determined that “All Actions” taken by the MPD
Officers were not in accordance with Wis. Stats.
343.305 (8) and other Wisconsin Laws.
False Arrest—Probable cause did not exist for the
arrest
False Imprisonment—there was no reason to arrest and
incarcerate Koua Moua
