State Fair Memories

By Joel McNally

When I was young, the classic film State Fair was remade starring, appropriately enough, Pat Boone. Through the generations, state fairs have been the ultimate white-bread experience.

This year the Wisconsin State Fair made a conscious effort to try to market to urban Milwaukee and expand the racial diversity of its audience.

Tragically, the goodwill attempt to be more racially inclusive didn't even survive opening day.

The races are so extremely isolated from each other in Milwaukee and Wisconsin that white terror over interracial violence provoked exactly the wrong reaction to an ugly incident on opening night.

Because of poor media coverage, facts about exactly what happened that night were in short supply. Exaggerated rumors and the inflamed racist rhetoric of right-wing talk shows dominated the discussion.

Estimates of a violent group of young African Americans who caused trouble in the fair's midway and, later, outside the fair at closing time ranged from several dozen to "hundreds!"

What is known for sure is there were at least two separate incidents. A fight in the midway apparently involved only black youths.

What prompted the gross overreaction from fair authorities, however, was what happened at closing time. Witnesses said angry young blacks intentionally targeted whites, hitting them on the street and even as they were stopped in traffic in their cars.

Everyone should agree there is absolutely no excuse for violence at an all-ages entertainment event like State Fair. If there wasn't adequate security in the midway or outside as people were leaving, there should have been.

But it's also disturbing that the fight in the midway instantly faded in importance because of community outrage over the interracial violence outside.

Violence at State Fair against anyone—black or white—is abhorrent. It certainly wouldn't have been any more acceptable if violent young blacks had attacked only African Americans leaving the fair.

Yet it is hard to imagine the same community horror.

That's because blacks attacking whites is the nightmare of many whites who have very little actual contact with African Americans. And that's the definition of rural and small-town whites from outstate who attend the Wisconsin State Fair.

That's why State Fair immediately took the totally inappropriate action of banning all young people under 18 from entering the fair after 5 p.m. unless accompanied by a parent or guardian.

From the beginning, fairs always have been for the young. But no longer in Wisconsin. It's just an absurd overreaction.

Different Community Response

The community's response to this violence has differed from the recent past as well. Everyone in the state knows about the worst violent crime ever associated with the Wisconsin State Fair—one that could have been fatal. Two years ago, as Milwaukee Mayor Tom Barrett and members of his family were leaving the fair, he was brutally attacked by an adult male. Barrett was beaten with a tire iron, losing teeth and suffering head injuries and permanent damage to one hand.

Because Barrett's attacker was white, however, other than the violent assailant himself, none of us who are white ever had to answer for that crime.

We were never called upon to explain why whites are so violent. We were not publicly lambasted on talk radio for our parenting skills and our moral values. State Fair authorities never considered concocting new rules to prevent whites over 18 from entering the fair after 5 p.m. without supervision.

Despite what Sheriff David Clarke and other stars of right-wing radio say, the young blacks arrested at the fair face severe punishment. Many of them may well enter the criminal justice system, never to make it out again.

And the go-to talk-show explanation—blaming their parents—won't do a thing to prevent the racial violence that terrifies so many whites. We need to find out why some young African Americans are so angry and violent, whether that violence is directed at whites or other blacks.

People shouldn't make sweeping assumptions about parents they've never met, but it's possible some young people aren't fortunate enough to have anyone in their lives who cares about them. If that's true, it's in the interest of white society to create positive support structures to improve the lives of young blacks. At a minimum, we should provide a first-class educational system and equal employment opportunities.

And every young person, regardless of color, should be free to create lifelong summer memories of state fairs, just like Pat Boone and I did.

"We need to find out why some young African Americans are so angry and violent, whether that violence is directed at whites or other blacks." No, we need to find out why certain people think that jumping on cars and punching people and stealing things from gas stations are fun and entertaining things to do. It's not something simply rooted in "anger." And you speak of "poor media coverage" and "inflamed racist rhetoric of right-wing talk shows" yet provide zero examples. You mention talk radio multiple times but never say who you're talking about or what they said. Is it too much to ask to stop phoning it in for once and write a column with substance?

Look, the State Fair caters to a primarily white demographic base. Many of whom, like Joel says "many whites who have very little actual contact with African Americans." While the new rules might not be fair, the most important thing is for the State Fair to attract as many people as possible and make as much money as possible. This is a business decision done so attendance is maximized. While not politically correct, the State Fair is simply catering to the majority of attendees. Joel might not like it but he also doesn't have a financial stake at risk in the State Fair. If you are trying to sell corn dogs or Mr. Sticky's, you could care less about racial fairness, you just want to have exposure to has many people as possible.

Joel, you are just insane. "white terror over interracial violence provoked exactly the wrong reaction to an ugly incident on opening night". Exactly what should the reaction be to black youths screaming racist epithets and beating up white people? You are right, however, about the lack of hysteria over black-on-black violence. The reason is simple, though- there are daily incidences of black-on-black violence. We are all used to it, and when we hear no uproar from black leadership...what can the rest of us say or do? Joel- what do you have to say about the response of Philly's mayor to the violence in that city? His comments were pointed and not subtle in any way- his condemnation of the thugs was clear. Do you disagree with his take on this problem...his take as a leader in both the black community and the larger community of Philly as a large American city? By the way- saw the State Fair section in the Shepherd last week, and the ad on all these web pages. Maybe someone from State Fair should think about calling Mr. McNally and discussing this turd of a column.

"That's because blacks attacking whites is the nightmare of many whites who have very little actual contact with African Americans"... a VERY true statement! - and we all know that nightmares are figments of our fearful imagination, not factual reality.

And now, they feel totally justified, finally vindicated, it is now politically correct to VOCALIZE the necessity of putting an entire skin color "back in their place". This is Alberta Darling's "silent majority" speaking out, taking back control.

"Blaming their parents"... Look, we created this system called AFDC, and it was meant to cover the women and children who were left without a man in the house (soldier killed in action? MIA? POW?). It was not about families that were out of work, by choice, or by lay-off, that would have been too costly. What did we get? A system where a man and woman who were committed to each other, man had a job, saw that to "make it", just required them to not be married, don't keep his clothes at the mother and children's home, let his paycheck and her welfare check allow them to live the good life in the expensive big infrastructure city. Meanwhile, suburb folk learned that to have the good life meant mom going to work, putting kids in preschool (not daycare) so she could bring home that 2nd income that Ms AFDC was getting for being a stay-at-home mom. It was not just black playing the system, but white too, but you never saw that in the news.

Want to fix the problem? Revise the tax code so that the Married Filing Joint standard deduction exceeds 2 Singles, let it match 2 Head of Households. You will see people get married instead of shacking, you will see papa stay in the house and be a male role model instead of living back with Grammy. Gaming the system should not pay more than being married.

The point is not to give mandatory male custody (while ma and pa live separate) as Livingston has often said, but keep both ma and pa in the children's home. Let the kids grow up seeing either ma or pa going to work, show them the value of working for a dollar, let the boys and girls see how grown men and women treat each other as responsible adults, showing love and affection family-value style. Plus, it will also be possible for house-parent and children to stay rooted in a community, and let the wage earner travel to were the work is and send money home like many immigrant workers here send money back to Mexico.

This article is absolutely ridiculous. Normally I enjoy your articles Mr. McNally, but this time it seems like you just want to be on the opposite side of whatever side Charlie Sykes is on, rather than take an honest look at a serious problem. Let me start by asking what the appropriate response should have been, since you believe that instituting a curfew for minors was the wrong way to go? Your article makes no mention of any type of solution. To you it may seem like an absurd overreaction, but what is truly absurd is that something like this would happen at State Fair in the first place. Do you think there are bands of marauding teenagers at the Iowa State Fair? Didn't think so. I agree with PP that Michael Nutter had the right idea in Philly. Where are Milwaukee's black leaders in all of this? Those kids knew damn well what they were doing terrifying a bunch of white farmers from up north. It's no wonder people from the suburbs hardly ever venture into the city or why people from WI prefer Minneapolis, Madison and Chicago to Milwaukee when they are in need of a big city fix. The reason the fight on the Midway was ignored is because nobody was sent to the hospital from that incident. No police officers were harmed in that incident. Besides, it doesn't take much for black teenagers to get scrappy with one another in public places. Unfortunately, our society has just learned to live with it; that is until it spills over and affects us. Then we get pissed. "State Fair authorities never considered concocting new rules to prevent whites over 18 from entering the fair after 5 p.m. without supervision." That last statement blew my effing mind because it was so stupid. The curfew for children under 18 affects all children of all ethnicities, not just black kids. In the incident with Mayor Barrett, only one person was injured and sent to the hospital with injuries, the mayor. At last tally, there were at least 18 victims who have filed formal complaints. 7 police officers and 11 civilians, all of whom were either white or Latino.

Agree 100% with Jacob.  The Barrett incident is a non-sequiter.  One violent individual with a domestic situation unfolding on a city street cannot be compared to a semi-organized mob with a clear racial component attacking individuals of another race.  Unfortunately, this straw man is used all the time- think Timothy McVeigh as compared to radical Islamists.  The former was an unbalanced lunatic with an imagined axe to grind.  The latter is an organized group backed and often funded by governments in some cases, with a set of laws and millions of supporters worldwide.

McVeigh and Barrett's attacker are dangerous and less predictable, but organized groups that set out to cause damage and inflict injury on a certain group of people are able to cause much more damage and injury in the long run.

There is another article on this website- another steaming pile from Lisa Kaiser in which she cites evidence that many facets of black inner-city culture are responsible for this mob violence phenomonon, and then in the next paragraph looks again to external causes- the usual suspects like poverty, racism, poorly maintained boulevard medians in the inner city, etc... Anything but the horrible parents that are producing these monsters.
